David S. Bland

David S. Bland brings over 40 years of experience handling complex construction, marine, energy commercial, and insurance cases in federal, state, and appellate courts across Louisiana, Texas, Mississippi, New York, and the U.S. Court of Federal Claims. He advises matters stemming from state and federal government contracts, including those involving the U.S. Army Corps of Engineers, Navy Sea Systems Command, and state departments of transportation and development.

David’s litigation practice includes extensive work in domestic and international arbitration, under organizations such as the American Arbitration Association (AAA), International Centre for Dispute Resolution, London Court of International Arbitration, and the United Nations Commission on International Trade Law.

As a Panelist on the AAA National Roster of Arbitrators, David has been appointed as an arbitrator in energy and marine construction disputes. His litigation and arbitration work often involves disputes related to delay, disruption, acceleration, warranty issues, design changes, construction defects, scope changes, labor productivity inefficiencies, force majeure, schedule and liquidated damages, change orders, bid protests, terminations, surety bond matters, and builder’s risk, insurance, and professional negligence claims.

In addition, David handles casualty investigations and litigation involving personal injury, wrongful death, and property damage, including Jones Act and Longshore and Harbor Workers’ Compensation Act cases. His experience extends to protection and indemnity (P&I), hull, cargo, collision, and property claims, along with insurance coverage analysis and litigation involving marine and energy policies, including P&I, Hull and Machinery, MGL, CGL, D&O, and E&O coverage.

David also has extensive experience representing domestic and international onshore and offshore commercial construction companies, as well as:

  • Contractors and subcontractors
  • Material suppliers and vendors

  • Energy and marine operators
  • Shipyards
  • Marine and rig fabrication facilities
  • Businesses involved in power plant, bridge, and pipeline construction

David is deeply involved in all phases of the construction process, including bid negotiations, change order administration, project delivery and closeout, and warranty dispute resolution.  He is highly skilled in negotiating and drafting a variety of construction and commercial contracts, including:
