Mr. Forbes was born in Salem, Massachusetts in 1949. He attended Boston University, where he received a Bachelor of Arts degree in 1971 and a Juris Doctorate degree in 1974. He was admitted to the Bar in the State of Massachusetts in 1974 and in the State of Louisiana in 1979. He served in the United States Coast Guard as Lieutenant Commander, Law Specialist, from 1974 through 1981, and he is a retired Commander in the United States Coast Guard Reserve. Mr. Forbes has been with Chaffe McCall since 1981 and is involved in the full range of admiralty practice, particularly in vessel collision, pollution and regulatory matters.

He is a member of the Louisiana State and American Bar Associations and the Maritime Law Association of the United States.
