Conrad Meyer is a special partner in charge of the health care practice group at the Law Firm of Chaffe McCall in New Orleans, Louisiana. He focuses his practice on advising healthcare providers on healthcare regulatory compliance and healthcare litigation. Conrad has advised a wide range of healthcare providers including national and regional hospital systems, physician group practices, acute care hospitals, diagnostic imaging facilities, ambulatory surgical centers, physical therapy providers, nursing homes, pharmacies, and healthcare management companies. In addition, he has worked with clients in the healthcare industry to structure joint ventures and other transactions to promote business objectives that are in compliance with specific healthcare laws and regulations, such as the Stark Law and the Federal and state anti-kickback statues, Medicare and Medicaid coverage and reimbursement requirements, licensure and accreditation requirements, and the HIPAA privacy and security regulations. In addition to his regulatory/compliance practice, Mr. Meyer has defended hospitals and providers in medical malpractice litigation as well as prosecuted litigation for those same providers involving reimbursement issues with third party payors.
Mr. Meyer received his undergraduate degree from the University of Mississippi in Oxford and his law degree from Loyola University School of Law in New Orleans. In addition, Mr. Meyer received a Master of Health Administration from Tulane University’s School of Public Health. Prior to entering the legal profession, Mr. Meyer was an administrator for a private hospital in Louisiana. He is a frequent author and lecturer on legal issues involving healthcare regulatory/compliance and litigation issues. He is on the executive Board of the Health Law Section of the American Bar Association, a member of the American Health Lawyers Association, the Health Law Section of the American Bar Association, the Louisiana Society of Hospital Attorneys and the American College of Healthcare Executives.
2011 Aug 29 On August 29, 2011, Conrad Meyer, Special Partner in Chaffe McCall's Healthcare Section, was a guest speaker for the Tulane University Medical Residents on Medical Malpractice Avoidance. Mr. Meyer spoke with the TUMC OB/Pediatric residents on best practices to limit their exposure to medical malpractice actions including documentation, relationship with nursing staff, proper history/physical of patients, and how to handle adverse outcomes to mitigate a potential malpractice action. 2011 June 16 On June 16, 2011, Conrad Meyer, special partner in Chaffe McCall's Healthcare Section, presented a program on "What is Meaningful Use?" and how it will affect healthcare providers looking to enroll in the Electronic Health Record (EHR) Incentive Program offered by the Center for Medicare and Medicaid Services (CMS). Mr. Meyer also discussed the differences in EHR versus Electronic Medical Record (EMR) and their affects on regulatory issues. 2011 June 1 On June 1, 2011, Conrad Meyer, special partner at Chaffe McCall's health care practice group, was appointed to the American Health Lawyers Association (AHLA) Leadership Development Program (LDP) in 2011 for the Hospitals and Health Systems (HHS) Practice Group. This appointment is a special honor through AHLA and Mr. Meyer was selected into the LDP from a pool of over fifty (50) attorneys from across the country. The LDP is a special program that allows participants to be involved in the leadership of the AHLA and interact with healthcare colleagues and clients from across the country on health law issues. 2011 May 1 Local executive earns top healthcare management credential 2011 May 1 On May 1, 2011, Conrad Meyer, special partner in Chaffe McCall's Healthcare section published an article in the Louisiana Medical News regarding the new proposed regulations from CMS on Accountable Care Organization (ACO). The article focused on the basic requirements CMS intends to dictate regarding ACO formation, structure, delivery, monitoring and reimbursement to ACOs under the Medicare Shared Savings Program (MSSP). A copy of Mr. Meyer's article can be downloaded from this link. 2011 April 28 On April 28, 2011, Conrad Meyer, special partner in Chaffe McCall's Healthcare section published an article in the ABA Health Law E-Source Special Accountable Care Organization (ACO) Edition on CMS' proposed waivers for application of the fraud and abuse laws. The proposed waivers are imperative in CMS' plan to implement the ACO program, which is part of the Medicare Shared Savings Program. A copy of the article can be found at this link. 2011 April 8 On April 8, 2011, Conrad Meyer, special partner in Chaffe McCall's healthcare section, presented a seminar on current issues involving fraud and abuse at the Louisiana Medical Group Managers Association's (LMGMA) 2011 Annual Conference in Baton Rouge, Louisiana. Mr. Meyer's presentation focused on the changes to the Fraud and Abuse laws post enactment of the Patient Protection Affordable Care Act (PPACA) on March 23, 2010. In particular, the removal of the intent based provision contained in the Anti-Kickback Statute (AKS) as well as the new provisions regarding identification of "overpayments" from Medicare. In addition to the changes to the Fraud and Abuse laws post PPACA, Mr. Meyer discussed key issues in the audit landscape from the Center for Medicare and Medicaid Services (CMS) and what the future holds for physician practices regarding the audit landscape. Specifically, the move of CMS toward the use of Medicare Administrative Contractors (MACs) and the move toward combating fraud and abuse with Zone Program Integrity Contractors (ZPICs). 2011 April 8 On April 8, 2011, the American Bar Association (ABA) Healthlaw Section E-Source published an article written by Conrad Meyer, special partner in Chaffe McCall's healthcare section, on the Center for Medicare and Medicaid Services (CMS) proposed rule requiring states to implement policies for payment adjustments for provider preventable conditions. Mr. Meyer spoke to the residents regarding current issues on Fraud and Abuse as well as best practices to avoid medical malpractice suits. The director of the Tulane Medical School Pediatric and Obstetric Residents professionalism series has requested that Mr. Meyer produce for the Tulane Peds/OB residents a four part series that will be presented throughout the school year to include a Contracting 101 seminar, Fraud and Abuse seminar, Med/Mal Avoidance seminar, and finally a Malprescribing seminar. 2011 March In March of 2011, Conrad Meyer, Special Partner in Chaffe McCall's Health Care Section, presented a three part series on fundamentals of physician and hospital representation to Loyola Law Students as part of the Law School's Skills program. The series was well attended and dealt with numerous topics that an attorney might face as counsel for a physician or hospital. 2011 March 25 On March 25, 2011, the Louisiana Hospital Association (LHA) published an article in LHA`s Impact Lawbrief written by Conrad Meyer, special partner in Chaffe McCall`s Healthcare Section, on the Center for Medicare and Medicaid Services (CMS) proposed rule requiring states to implement policies for payment adjustments for provider preventable conditions. LHA`s Impact Lawbrief is a monthly newsletter that the LHA circulates amongst its members which include numerous facilities and hospitals throughout the state of Louisiana. The seminar was attended by over one hundred health care lawyers and professionals interested in learning the basics of representing physicians and hospitals. Mr. Meyer covered diverse topics in representing physicians including fraud and abuse, licensure, regulatory, reimbursement, employment issues to name just a few. Mr. Meyer discussed key aspects of contract review including various compensation arrangements typically seen in Hospital and group contracts; termination provisions, duties and scope of contracts, call coverage issues, partnership provisions for groups, bonus structures, confidentiality and non-compete issues that physicians would see in their contracts. The discussion was well attended by about 20 residents of Tulane's Med/Peds residency program. Mr. Meyer spoke to over 30 physicians on the new health care reform bill, The Affordable Care Act, and its provisions affecting physician's ancillary revenue sources. The discussion included an analysis of the Stark/Anti-Kickback laws and the extinguishment of the Whole Hospital exception for physician ownership interests in specialty hospitals. Mr. Meyer was able to show physicians additional avenues to pursue for ancillary revenue in light of the provisions contained in the Affordable Care Act.2010 Nov 4 On November 3, 2010, Conrad Meyer, Special Partner in Health Care Section of Chaffe McCall, presented, at the request of the Louisiana Hospital Association (LHA), a seminar on the Emergency Medical Treatment and Labor Act (EMTALA) its legislative history, current requirements for hospitals, potential areas to address a hospital's EMTALA exposure and current EMTALA case law. Since 2008 EMTALA has undergone some changes via the Center's for Medicare and Medicaid Services (CMS) State Operations Manual. Mr. Meyer addresses the updated changes to EMTALA and how hospitals should prepare themselves to limit their liability for EMTALA violations. Mr. Meyer's EMTALA presentation was in conjunction with the LHA's 21st annual Health Law Symposium where Mr. Meyer has been a regular speaker for the past five years. The LHA's Health Law Symposium is an annual event that attracts hospital administrators, general counsel for hospitals and hospital systems, and other hospital operations executives from across Louisiana. Click here for presentation 2010 Oct 4 On October 4, 2010, Conrad Meyer, Special Partner in Health Care Section of Chaffe McCall, presented a seminar on the Affordable Care Act (ACA): Its effects on hospitals and physicians to the Case Managers Association of Texas. Mr. Meyer discussed the role of ACA and its policies of reimbursement/coverage that will be implemented by the Centers for Medicare and Medicaid Services (CMS) over the next several years. Conrad Meyer honored by Pro Bono Project as 100+ hour volunteer for 2008
On December 4, 2008, Special Partner, Conrad Meyer, was honored by Pro Bono Project as having 100+ hour volunteer for 2008. The award is given to recipients who volunteer 100+ hours to Pro Bono Project and only a select few receive this recognition each year. In 2008, Conrad was responsible for chairing and producing the first annual NOBA Young Lawyers/Harrahs Casino Poker Tournament benefiting Pro Bono Project. The event raised over $12,000 in funding for Pro Bono Project and was attended by numerous lawyers/judges. Conrad put numerous hours into getting the project supported by Harrahs and approved by the Louisiana State Police. In addition, Conrad was equally helpful in securing sponsorships for the event. The event represented a first for the NOBA Young Lawyers in partnering with Harrahs Casino in putting on this worthwhile event.2008 Nov 6
